Police enforce the law, but all too often they lack an understanding of the law(s) they are supposed to enforce and as a result, commit the federal crime of Constitutional rights infringement.
In this video, after the arrest and after the arriving police Sergeant discovers the officer's failure to follow the actual law, the body cameras are muted and removed for a private, UNRECORDED conversation. They are turned back on for the release from custody and to record some awkward "copsplaining"...

The only person committing a crime here, in my opinion, is the woman that lied to the police when she called them. I don't know the law, but there should be one for initiating a confrontation by lying to the police by claiming this man was harassing patrons and soliciting money from them. She should be prosecuted for doing this if you ask me.
What happened to the woman that confronted this man outside the library? Why didn't the police officer ask to speak to her? Why didn't he have the woman that confronted this man fill out the complaint form? She wasn't a witness to what was said and done.
