Federal hate crimes laws fall under Title 18, USC §249

Federal civil rights laws fall under Title 18, USC §242, 245, etc.

You have a similar semantic error.

They different numbers because they are different laws.
Those numbers are sections. Note how civil rights laws are covered in numerous sections but are still the same body of civil rights law.

And seeing as §249 is right there with 242, 245, 247, and 248, it becomes a distinction without a difference.

I will admit - without opinion - that §249 hate crime law is more recent than the larger body of civil rights laws it is joined to.

They have different elements. They are different laws. Vercingetorix tried to claim that cops involve the George Floyd events were charged with hate crimes. They weren't. They were charged with civil rights violations. Then Vercingetorix tried to claim they are the same things. They aren't. This came after Vercingetorix made other falsehoods about hate crime laws. He went on for a good while about hate crime laws not knowing what he was talking about. Every time he was just wrong again and dug himself in deeper.

He spends lot of time with me always trying to prove he is smarter. He isn't.

What is a Hate Crime
A hate crime is the intentional hurting or intimidating of someone because of his perceived characteristics that place him in a particular social group. The characteristics of protected groups of people include:
