You have a similar semantic error.
Those numbers are sections. Note how civil rights laws are covered in numerous sections but are still the same body of civil rights law.They different numbers because they are different laws.

And seeing as §249 is right there with 242, 245, 247, and 248, it becomes a distinction without a difference.
I will admit - without opinion - that §249 hate crime law is more recent than the larger body of civil rights laws it is joined to.
